Ante la Fiscalía General de la Nación se entregó este jueves 9 de junio el exalcalde de Florencia (Caquetá), Andrés Mauricio Perdomo Lara (2016-2019), tras ser vencido en juicio en mayo pasado por los delitos de contrato sin cumplimiento de requisitos legales, peculado por apropiación y falsedad ideológica en documento público.
Perdomo Lara se presentó de manera voluntaria ante el CTI en el búnker de la Fiscalía en Bogotá, al conocer de la orden de captura que pesaba en su contra para darle cumplimiento a la pena impuesta de 7 años de prisión.
De igual manera, días atrás se presentó ante el CTI en Florencia el también condenado Diego Andrés Cuellar Silva, ex secretario de obras públicas, sentenciado a la pena de 6 años de prisión.
Como sucedieron los hechos
La contundencia del material probatorio recaudado por investigadores del CTI del grupo anticorrupción de la Seccional Caquetá, permitió demostrar la culpabilidad de los encartados.
Los hechos están relacionados con la celebración de un contrato de suministros suscrito en septiembre de 2016 por un valor de 1.004 millones de pesos; siendo el objeto de este la entrega de 5.544m3 de asfaltita.
Labores de policía judicial evidenciaron cómo a pesar de la fecha de la firma; desde agosto de 2016; es decir, un mes antes de que se suscribiera el contrato; el contratista ya venía entregando asfaltita a la Alcaldía. Para la Fiscalía esto evidenció que el contratista fue escogido con antelación, vulnerando los principios de selección objetiva, transparencia e igualdad sobre los demás oferentes.
Otras irregularidades se relacionan con la emisión de un paz y salvo respecto del referido contrato a pesar de que el contratista no había entregado la totalidad del material.
También se detectó un faltante de asfaltita calculado en 18 millones de pesos.
Cabe resaltar que hay un tercer condenado: se trata del contratista Diego Alfonso Castañeda a más de 5 años de cárcel (64 meses) por peculado por apropiación, y quien aún no ha sido detenido.
